This program helps eligible City of Erie homeowners remove unsafe, deteriorated, or blighted accessory structures (e.g., detached garages, sheds, and outbuildings) to improve safety, reduce fire risk, and stabilize neighborhood appearance. Applications are reviewed on a rolling basis as funding allows.

• Who it serves: Owner‑occupied residential properties within the City of Erie.

• What it covers: Permits, demolition, debris hauling.

• What it does not cover: Main dwelling demolition, new construction, patios/porches attached to the home, or aesthetic landscaping.

• Cost to homeowner: No out‑of‑pocket cost for eligible households.

• Priority: Projects where removing the structure will significantly improve safety, reduce blight, or positively impact neighborhood conditions.

• Funding: Supported by The Erie Community Foundation and the Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) program. Availability is limited; applications are processed in the order received.

  Note: Final eligibility and scope are confirmed after inspection, environmental review, utility clearance, and contractor bids.

Eligibility 

1. Residency & Ownership

   • Property is within City of Erie limits and is owner‑occupied (primary residence)

2. Structure Condition

   • Accessory structure is dilapidated, unsafe, or beyond feasible repair; documented by code notice, photos, or staff inspection.

3. Income

   • Household income at or below 120% AMI.

Paper application option: Applications may also be picked up in person at the RACE office at 626 State Street.

Completed paper applications can be returned during business hours or emailed to intake@redeveloperie.org

 Required Documents

• Government‑issued photo ID for all owners

• Deed (or proof of ownership)

• Income documentation for all adult household members (most recent 3 months of paystubs and/or current award letters for SSI/SSD/Unemployment, etc.)

• Photos of the accessory structure (all sides if safe to capture)

• Any code notices received (if applicable)

What to Expect After You Apply

• Initial review & eligibility check – Our team reviews your application, verifies documents, and reaches out for any additional information needed. Our team then schedules a site visit.

• Environmental & utility clearances – If needed, we'll perform asbestos screening/abatement steps in accordance with law and coordinate utility disconnects.

• Bids & scheduling – RACE obtains contractor bids and schedules demolition. Timelines depend on site conditions, seasonal factors, and contractor availability.

• Site restoration – Demolition debris is removed.

Frequently Asked Questions

Can attached structures be removed?
No. This program is for detached accessory structures only.

Can I replace the garage with a new one?
Replacement/new construction is not covered by this program.

What if I rent my home?
Priority is for owner‑occupied households. Landlords are not eligible under this program.
