Central City Neighborhood Revitalization

September 1, 2004, The Central City Neighborhood Watch, the City of Erie, Erie Redevelopment Authority and Capital Access, Inc. published the Central City Revitalization Strategy. This plan calls for a comprehensive approach to positive neighborhood change.

The goals for Phase I are:

  • Construction of 45 new homes
  • Renovation of 30 vacant or abandoned homes
  • Rehabilitation of 60 owner-occupied homes.
  • Sidewalk and street tree replacement
  • Parks improvements

Erie Redevelopment Authority has assembled over 80 properties in this neighborhood. Over $5 million in grants and other funds have already been committed. Our funding partners include: The City of Erie, $1.2 million capital improvements and over $1 million in CDBG/Home funds for a housing rehabilitation. PA DCED, Elm Street program $275k. PHFA $1.9 million for new home construction and PENNDOT $520k for street improvements.

Phase I of the project started in June 2005 with sidewalk replacement and housing rehabilitation. New home construction began in the Spring of 2006.
